About Nancy Dering Mock
In addition to her consulting and government leadership roles, Nancy has served as Adjunct Faculty at the H. John Heinz School of Public Policy and Management at Carnegie Mellon University, where she designed and led executive development programs in leadership and organizational strategy. She holds a Bachelor’s degree from Elizabethtown College and a Master’s degree, with highest honors, from Temple University. Her professional development includes participation in the Program for Senior Executives in State and Local Government at the Harvard Kennedy School (2001) and the National Security Seminar at the U.S. Army War College (2013).
Nancy continues to apply her leadership to community growth and civic engagement, having served on the boards of the Harrisburg Regional Chamber of Commerce, YWCA of Greater Harrisburg, Harrisburg Symphony, and Leadership Harrisburg Area. Her recent community involvement includes serving on the Executive Committee of the United Way of the Capital Region, as Chair of the Cultural Enrichment Fund, a Board Member of The Foundation for Enhancing Communities, and an Advisor to Harrisburg Young Professionals.
She is married to Phil Mock, a retired U.S. Army Colonel and social activist for the “untouchables” of India. Together, their family includes five children and eight grandchildren and they enjoy travel, music and reading.

1986–1999
Founded and built one of Pennsylvania’s most respected organization development consulting firms, serving:
- Fortune 500 companies.
- Healthcare and education institutions.
- Nonprofit and government organizations (including federal, state, and international assignments in Argentina and Zimbabwe).
1999–2007
Appointed by Governors Tom Ridge and Edward G. Rendell, Nancy served as Chief Human Resources Officer, overseeing HR policies and programs for more than 80,000 state employees.
- Led major modernization and leadership initiatives across the state.
- Served as President-Elect, National Association of State Personnel Executives.
2004
Honored for her professional achievements and her impact on empowering women and strengthening community organizations.
